The Palacio de Justicia was erected in the 18th century by Bishop Domingo Pantaleón Álvarez de Abreu, Antiguo Colegio de San Pantaleón - The Courthouse. The Old College of San Pantaleón was founded in 1762 at the behest of Bishop Domingo Pantaleón Álvarez de Abreu, who added it to the Palafoxian Colleges that occupied the same block. Its Baroque Puebla architecture stands out. It operated alongside other clerical institutions until the Reform Laws, after which it fell into private hands. It was acquired by the State Judicial Branch in 1867, and used as the Palace of Justice. The building compliments Puebla de Zaragoza 1987 UNESCO World Heritage Site designation.
